Why do they sell massive Toblerones in airports?

They won't let you on a plane with blunt nail scissors, but they're happy to sell you spiky, heavy chocolate in the rough shape of a club right there in the airport?

Every plane has an accessible crash-axe, so there are weapons on board if a terrorist wants to get access to them, without using a toblerone!
