to all my fruit machine pals i have found the machine of my dreams but i simply can't get her going

the symptons

  Sorry i pushed the return too soon - Road to Wembley by bell fruit on scorpion 2. The machine has a good PSU, new batt on the main board and the scorp 2 board came from another machine but was serviced by bell fruit as good. Put game card in and noticed sound ROM had two end legs missing (there is no remnant in original board so wondering of they were ever present). when i power up green led to main board and it says on display rom check tbc

  continued Road to wembley fault - ram check and then meter check. it then goes straight to the game cartridge number i think 750-653 wemb. i can't do anything else from there. when i put the game cartridge in another scorp (cops n robbers) it plays but obviously not proper due to reels etc. if oi put the scorp board from the cops into motd it is the same fault. please help andy 07788214023 
• sos the reels all judder twice and optics seem good.
• it doesn't get to lamps illuminating although i know they work when i put another game cartridge in. 
• this has really stumped me as there are hardly any other boards in the machine other than those around coin op.  could it be a meter fault that simply stops it booting
