It sounds like the sec meter isn't talking to the mpu then.
3 things.... meter failure, mpu failure or wiring failure between sec meter and mpu.
Personally I would try another meter first.
Not sure if you have to clear the mpu and sec meter values, stored accounting settings etc.

Bad caps could blow a fuse especially if your lamps were flickering. Quite possibly a supply issue. Regulators etc also.
Not saying it is this but it is where I would start.
You will not check a capacitor with a meter unless you have a meter with a capacitance range and you have removed the capacitor from the circuit or at least one leg.

Open up and see if any of the capacitors on the pcb are damaged / split / bulging.

The sec meter will NOT be in the bottom of the cabinet, it will be on the main top glass. usually a slot in the artwork showing the LCD display of the sec meter.
Mechanical meters will be in the bottom of the cabinet but I think this machine will be too.new for those type.
Open the machine and you should see a black rectangular small box, usually black, clipped to the top glass. Check the wiring loom to it, probably 4 or 5 wires going to the plug on the meter and back to the mpu.
If this is connected, then loom shows no damage and the display on the meter isn't showing any digits then you may need a new or replacement meter.
If after replacing the meter, the fault is still there, you may be unlucky and have an mpu fault.

If you have replaced all the above then the only thing I can think that is common is the Red power loom (Barbus loom is it called?) that supplies power via the Mpu to the hopper. If it is a sporadic fault it may be a broken wire in this.

Probably been said but with It being BWB won't the CHR chip need to match the romset? Without the right CHR the machine will error.
The CHR is editable in mfme but not that simple for a real machine I don't think.

Cant be 100% its the board.
I had one were it was firing a token out on boot up, changed the caps in the psu and it was ok.
Best bet is the mecca mate, booze has go thread somewhere on there about mpu4 repair.
If i was after a new board i would contact him first personally.
Must have struck lucky for now with sorting the ripple on the supply with the caps.. Firing of sol on startup is is bad pre drive transistor or triac starting to fail.

Plenty of battery leakage corrosion. More than enough to cause issues.
Possibly/probably eaten through the tracks and destroyed the drive transistors.
Cleanup / neutralise the battery leakage on all areas concerned, repair damaged tracks, replace damaged components.
Or source a working replacement.

Sit in a room with several Project and Maygay Epoch machines (with a mk1 psu) and you will know about humming...
