Best as in the Machine, Cops 'n' Robbers.
Best as in Design, That cannot be answered as all have their qualities.

The best machines emulatable IMO are:
Viva espana
Winner takes all
Crystal maze
Crossfire
Rovers return
Agreed with ady on the design side

There are loads of em but "The Great Escape" is one of my most favourite emu's.shame that no one has not done a MFME 2 version yet!!!!!!!!

These more modern fruit machines are relatively flat to play. Either jackpot or nothing with their gameplay. Sure, the odd streak every now and then but then a flat profile of no decent wins.
This is more of a recommend as these are my favourite machines. Get your copy of JPeMu out of the cupboard and find 'Big Banker', 'Big Bucks' and 'Arcadia' and see the difference in gameplay.
I'll single out 'Big Banker' (not the MPS version but the Impact version on JPeMu). Sure, it only has a £6 jackpot but it's a game that really does pay out if you use skill. Plus, light all the fruits up on the top of the bottom glass to be awarded with a special feature. Surprisingly, the machine gives out every now and then a sort of 'link up' feature on these fruits. Almost all the features are 'true skill' based and many pay the JP repeater.
The game itself can be played with the minimum of cash. In some instances, it seems like you can't even lose your money.
TIPS:- be wary of the HI LO gamble. It usually lets you win the first gamble but nearly always kills you on the second attempt.
Try to land on No4 for the BONUS. Every so often, you land the 'SKILL' chip and 16 nudges are yours for a £6 win.
Pressing CANCEL on Skill opportunities will slow things down most times. Even on the special features, the cancel button will turn an otherwise 'random' stop into a 'true skill' stop.
Even if you're not sure about this game, stick £20 in and see what happens. Once you learn all the tricks for setting up wins ect..., you'll be wishing this machine was still about for you to rip.
Go on. Give it a go! It is an older machine but the gameplay is fantastic.

Every barcrest from the eighties.
But my all time favorite is Moneybelt (JPM-MPS),the memories i have of this machine will stay with me forever,you could say this machine had a big impact on my life(in real life that is).
So many downs and a few ups,but it gave me the wake up call i needed.
To play it once again with such a good layout was an experiance i can tell ya.
