The simple answer is no.
The not so simple answer, is that there maybe an emulator that runs Electrocoin but it isn't publically available. Many suspect this is the case but due to 10 years of spitting dummies out, taking balls home, taking the huff, creating mountains out of mole-hills, throwing strops, and generally the whole FME scene being more damaging than a Roland Emmerich movie, we will probably never know.
My advice, accept the simple answer.

In the future its quite likely that there will indeed be an Electrocoin emulator, at the moment its very much WIP and doesn't do much. It could take anywhere from days to years to make it work, but one is being worked on.
