Sounds like you're using a pre-Windows 2000 operating system. This is a known issue on Windows 95/98 and Me and as yet there is no solution. It is hoped is will be fixed in JPeMu 2.0, but this version may never be released due to various political reasons.

If the layout was released for 1.45 then it is encoded for public release and will only run on 1.45. If the layout was released following the illegal distribution of 1.46 and was designed on 1.46 then it is not encoded and will run only on 1.46.
In short, 1.45 will not load 1.46 releases, and 1.46 will not load 1.45 releases.
The symptoms you describe are caused by loading a layout in the wrong version. Often once you have done this you can then not load the layout again in the right version because the layout line in the jpm file has been blanked out. You can edit the jpm file to put the name of the layout back in, failing that its a lot easier just to unzip the original layout again, if you want to keep where you are up to money in/out wise then backup the ram file before reunzipping and copy it over once done.

To further clarify, Red Alert and Indy should run on 1.45.
Rollercoaster original will also run on 1.45, Rollercoaster new (Fruitasassin version in pinkish JPM cabinet) will need 1.46.
