Its probably been answered before but a few times on the emulation i've gone higher on a number and won, but the new win spun in was'nt what it should be

ie, £1 cherries, won the hi-lo gamble, spun in £5 grapes. Never seen it happen in real life, am i just unlucky in real life or is it a bug in the rom??

Nope that's totally valid. The real machine sometimes offered a gamble directly from £1 to £3 or indeed £5.

Used to have a Robin Hood in the pub where I worked which was an exact clone of Pot of Gold (apart from a slight difference in some of the features) which once gave me a gamble from £2 to £15. I took the gamble (I think it was on a 2 or 5) and it won! You should always check the prize ladder to see what it is offering on the gamble, as they do not always offer a 'lose everything' gamble. Sometimes you can be gambling between the next prize up and next prize down (eg. from £2 it might offer a win gamble of £3 and a lose gamble back to £1). Even if you lose this gamble, you are still allowed to gamble again.
