30p/£5 Not reaching percentage

I've noticed while playing £5 jps on 30p a play, some of them pay out no where near their target percentage. How is this allowed if the legal minimum is 70?

 

All fired up and Addams family are ones that ive noticed it on the most, they hardly pay out half. All fired up can just about pay out the percentage if it is played perfectly, but if played wrong the money lost seems to just disappear?

70% (for example) is the aiming percentage. If the machine decided to do a £80 run, then it will suck you dry.  if you play and take every win it will take ages for it to achieve its internal pot.

It also depends how long you play for. It invariably won't pay 78% of £100 in. Years ago, someone said that it was 10,000 units, whether that was plays, 10,000 x 10p, etc., I'm not sure. That was about 13 years ago I think, back when Alex Maroney's webhovel and fruitforums were the go-to sites.

On all fired up its £200 behind its target % and it doesnt do runs, so how is that going to catch up?

i thought the percentage was mainly just a far infinite number where there wasnt an end amount
eg, 80p every pound or £80 every £100 or even £8Million to £10 Million worth of takings? far i know lol.
