when arcades keep out sending loads of promo text and they wont honour then its that legal them doing this

I guess it's down to them. Look in the T&C's and it may say the managers decision is final or something like that. Which arcade is it thats not honoring them? If it's some chain like quicksilver then I would complain to head office if its still going or try and find the companies website and send them an email.

quicksilvers I have moaned at the manager but he don't care as hes blaming the texts being on a delay but they are still coming 3 weeks later
and there has never been any t and c's at quicksilvers rbhood as they make the up as they go along
and I know all there emails from quicksilver website but they all bonce back
